ESMA Keeps Top Risk Rating: High AI Valuations Could End in Abrupt Correction

The EU's securities regulator ESMA on 10 September 2026 retained its highest risk classification for market, contagion and operational risk, warning that high technology and AI valuations, sustained by investor optimism, could end in an abrupt correction if macroeconomic conditions deteriorate further. The warning is conditional — not a crash call — but it came the same day the ECB raised rates and European shares fell to their lowest level in two months.

What Happened

The European Securities and Markets Authority (ESMA) published its second risk-monitoring report of the year on 10 September 2026, mapping the key risks and vulnerabilities in the EU's financial markets (ESMA press release).

The report retains market, contagion and operational risk at ESMA's highest classification level. Credit risk remains high, while environmental risk receives a medium score. The regulator ties the assessments to geopolitical tensions, persistent inflation, higher borrowing costs and high equity valuations (crypto.news).

The report covers developments in key parts of the EU's financial markets in the first half of 2026, and additionally examines fragmentation in the UCITS market, technology stock market listings in the US, and prediction markets (Cyprus Inform).

The Core Warning: The Gap Between Optimism and the Economy

The report's central message is that investor optimism continues to sustain high valuations despite deteriorating fundamentals. ESMA Chair Verena Ross warned, as quoted by Cyprus Inform:

"Investor optimism continues to support elevated valuations despite rising geopolitical tensions and weakening economic prospects. The wider this gap becomes, the greater the risk of an abrupt market correction" (Cyprus Inform).

At the same time, she urged retail and institutional investors to "remain vigilant and retain resilience," and to prepare to withstand abrupt market corrections (IPE).

It is important to be precise about what the warning is not: The report does not predict a crash and does not point to a single trigger. According to EU Today's account, the warning is conditional — a correction could follow if macroeconomic risks materialise, or if investors suddenly demand a higher risk premium (EUToday).

The Concentration Mechanism: Why a Few Stocks Can Drag Whole Indices

Behind the warning lies a concrete market structure: When a relatively small group of technology companies accounts for a large share of market gains, a sudden shift in expectations around those companies can have an outsized effect on broader indices. This is how The420.in describes the report's argument (The420.in). The vulnerability is thus not only that valuations are high, but that they are concentrated — and that technology and AI expectations make up a substantial part of the load-bearing structure.

A Concrete Stress Sign: BDC Funds and the AI Fall in SaaS

The report also points to already visible signs of pressure in US private credit, to which European investors may be exposed. Semi-liquid BDC funds (business development companies) in the US have received redemption requests above the usual quarterly limit of 5 percent. ESMA says, according to IPE, that the redemptions apparently reflect a combination of factors, including a sharp AI-driven fall in SaaS valuations in February — to which BDC funds have significant exposure — exacerbated by weakened terms for private credit lenders (IPE).

This is one of the most concrete linkages between AI valuation dynamics and financial stress in the report: an AI-driven valuation shift in the software sector has already washed over into redemption pressure in funds on the other side of the Atlantic.

Operational Risk and Frontier AI

The report retains operational risk at the highest level and, according to Cyprus Inform, points to threats to market infrastructure, including risks related to frontier AI (Cyprus Inform). The financial system depends on software and market infrastructure, and with frontier AI the regulator points to a technology that both drives valuation optimism and could affect the infrastructure it rests on.

Crypto, Tokenized Equities and Prediction Markets

At the same time, ESMA is calling for closer monitoring of the "increasing interconnection between increasingly vulnerable crypto-asset markets and the broader financial system," according to Cointelegraph's account. The regulator also warns that the use of crypto in prediction markets could make it harder to detect insider trading, wash trading and coordinated market manipulation (Cointelegraph).

Concretely, public data reviewed by ESMA shows that outstanding tokenized equities stood at around €1.9 billion at the end of June, up from around €300 million at the end of 2024 — a 6.5-fold increase over eighteen months (crypto.news). This growth is part of the basis for the warning that crypto and the financial system are becoming more tightly interconnected.

The Day the Report Came: Rate Hike and Market Fall

The press backdrop was striking. On the same day the report was published, the European Central Bank raised rates by 25 basis points to 2.5 percent, according to The420.in, and European shares fell to their lowest level in two months, amid high oil prices and persistent tensions in the Middle East (The420.in). This timeline rests on the secondary sources' accounts, but it gave the warning immediate relevance.

Open Questions

A number of questions remain that the report does not answer. What would actually trigger a correction — a macro shock, an ignition moment in the technology sector, or a gradual reassessment of the risk premium — is not identified. Nor is it clear from the sources how central the AI valuation theme is in the report itself, since different media emphasise crypto, private credit and AI concentration respectively; the factual details rest on the secondary sources' accounts.

How the regulator will follow up — whether it leads to concrete measures targeting BDC exposures, crypto-finance linkages or frontier-AI risk — remains open. Until the next risk-monitoring report, the indicators that vigilance is directed at will be precisely the conditions ESMA itself points to: macroeconomic conditions and investors' risk appetite.
