Norway has introduced age-banded rules for generative AI in schools — a general ban for the youngest pupils, cautiously supervised use for the middle years, and AI literacy for the oldest. The rules are not an isolated AI decision but an extension of a line running from 2024's smartphone ban to a planned under-16 social media restriction — a line the government can defend by pointing to actual research. What the new rules say

  • Ages 6–13: A general ban on using generative AI in the classroom.

  • Social media. In April, the government announced plans to bar children from social media until they turn 16.
  • Books over tablets. The government is working on legislation to fund more books in classrooms, reversing the trend toward tablets.

In this context, the AI restriction appears as one move in a coordinated effort, not a one-off initiative.

The research the government can point to — and its limits

What distinguishes the Norwegian approach from many other AI restrictions is that the government can build on measured results from its earlier screen policy. Research by economist Sara Abrahamsson, published in the Journal of Human Resources, found that the smartphone ban reduced bullying, lowered the number of psychological healthcare consultations among girls, and improved girls' grades and math results — effects concentrated among girls specifically.

This gives the government a form of evidence-based confidence. But one limitation must be underscored: Abrahamsson's findings concern smartphones, not generative AI. No comparable research on the AI ban's effects is available in the sources.   • Los Angeles Unified has chosen a more provisional approach: generative AI tools are blocked on students' devices across all grade levels, while the district develops a permanent policy.

The common denominator is that school systems are choosing to restrict students' direct access to generative AI while awaiting better knowledge — but the mechanisms vary, from device-level blocking to pilot projects to age-banded guidelines.

The big unanswered question: enforcement

Here the picture becomes unclear, and the sources acknowledge it themselves. Coverage of Norway's policy has not described how schools are to distinguish prohibited generative AI tools from software in which AI features are embedded in everyday classroom applications. Nor what consequences apply in cases of noncompliance.

This is not a small detail. An age-banded policy where the outer edges are simple (a small child opening ChatGPT) but the middle is murky (a writing application with built-in grammar suggestions, a spreadsheet function with AI assistance) is particularly vulnerable to arbitrary enforcement.
