Generative AI is now banned in the classroom for Norwegian children aged six to thirteen, according to secondary coverage of the government's decision. The ban took effect at the end of August, and New York has announced its own one-year moratorium — while EU rules do not yet reach student-facing AI.
What was decided
Norway has, according to The Educator K/12, adopted a general ban on students aged 6–13 using generative AI in the classroom, announced in August. Lower secondary students aged 14–16 may, however, use the technology cautiously, but only under teachers' guidance.
The Next Web describes the ban as adopted "in June" for grades one through seven, with supervised use up to age 16, and states it took effect at the end of August. The sources are thus not fully aligned on the details of scope — one cites ages, the other grades — but they agree on the overall shape: a total ban in the early years of primary school, supervised use above that. Neither source specifies the legal instrument behind the ban.
Prime Minister Jonas Gahr Støre defended the policy with a foundational pedagogical argument. "The most important thing in school is that our children learn to read, write and do mathematics," he said, according to The Educator K/12, at a press conference.
The smartphone ban as precedent
The ban did not come out of nowhere. In 2024 Norway introduced a ban on mobile phones in schools, and the coverage in The Educator K/12 places the AI ban in the same tradition: restriction by national decision rather than detailed technology regulation.
Research on the phone ban's effects gives the policy some empirical footing. The economist Sara Abrahamsson has found in the Journal of Human Resources that the ban reduced bullying, led to fewer visits to mental health services among girls, and improved girls' grades and math performance — with effects concentrated specifically among girls.
But it is worth emphasizing: this research concerns smartphones, not generative AI. There is no comparable study of whether the AI ban will produce similar results. Drawing a causal line between them would be untenable — the technologies are used differently, and the outcomes could be entirely different.
The gaps in EU regulation
The AI Act classifies education as a "high-risk" category requiring transparency and oversight, but it does not ban tools in the classroom, according to an Euronews review of the regulation cited by The Educator K/12.
And even the obligations that do exist have not yet entered into force. Annex III of the AI Act covers AI applied to students by institutions, but not student-facing AI. The deadline has moreover been pushed to 2 December 2027 by what is known as the Digital Omnibus, according to The Next Web. Against this backdrop, Norway chose to act while the EU's obligations do not yet apply.
Elsewhere on the restriction spectrum
New York City has announced a parallel measure: a one-year moratorium for children from kindergarten through eighth grade, covering the 2026–27 school year, according to The Next Web. The city will then allow a narrow, strictly supervised pilot for up to 50,000 students, while other high school students receive periodic AI literacy instruction, reports The Educator K/12, citing Euronews.
Los Angeles Unified School District has chosen a third path: temporarily blocking generative AI tools on student devices across all grades, while the district develops a permanent policy.
Judging by the coverage, Norway emerges as the strictest example: a general ban with no pilot scheme. New York is testing at small scale. Los Angeles is waiting. These are three different answers to the same question, and not one of them rests on research on generative AI specifically.
The questions that remain
There are significant gaps in knowledge about how the ban will actually be enforced. Neither the authorities nor the media covering the decision have, according to The Educator K/12, explained how schools are to distinguish prohibited generative AI tools from software where AI functions are embedded in ordinary classroom apps — or what the consequences of violations are.
That is no small matter. Modern software increasingly contains AI components without them being explicitly labeled. A definition that separates "generative AI" from "embedded AI functions" is practically necessary for a ban to be enforceable at all.
